2c Carmine Postal Forgery (250 var.) The so-called "Chicago Forgery" marked with the letter "C" and affixed to Post Office Circular I of 1895, sent to the Postmaster at Colorado Springs, Colo., announcing its discovery and detailing its characteristics. It was this forgery that led to the Post Office decision to begin printing stamps on watermarked paper, which had previously been used only for revenue stamps.
