Expertization: 1985 PF Certificate
To meet requests for U.S. stamps with Philippine overprints, the Bureau of Insular Affairs ordered a special printing of the Special Delivery stamp. Since the printing plates for the 1901 issue had been destroyed, the 1902 design was substituted and two panes of 50 were overprinted.
