Description

Abraham Lincoln: Suspension of Writ of Habeas Corpus. 5" x 7 1/2" bifolium, issued by the War Department, General Orders No. 315. Washington, September 17, 1863. Original four-page printed order. This rare and historic Civil War general order reproduces President Abraham Lincoln's Proclamation of September 15, 1863, suspending the writ of habeas corpus for the duration of the rebellion. It also includes the act of Congress authorizing the suspension, prompted by concerns over Confederate sympathizers in the North. A key document illustrating the expansion of wartime executive power [Monaghan 183].

Condition: Mild toning at edges, 4 small holes where once bound, overall excellent condition.
