Mexican merchant ships are permitted to arm themselves during the Texas Revolution

Interim president Miguel Barragan approves a Congressional decree to allow Mexican merchant ships to arm themselves during the Texian war for independence. In part: "The government is authorized, for the duration of the war with the rebels of Texas, to allow Mexican merchant ships to arm themselves for their own defense, with the government itself issuing appropriate measures to prevent abuse of this permission."

The decree lists five articles established to prevent abuse, including guidelines under which owners and captains must request permission and pay a fee of three thousand pesos. The final article states that the captains of the armed vessels must respect the boundaries of nations that are friends or neutral, and that they are personally liable for any offenses.

Streeter lists a single copy, the one in his collection. This is the first copy we have encountered.

Condition: Small spot at bottom margin, otherwise clean and bright. Single flattened fold across center. Evidence along left margin of where the integral blank sheet as called for by Streeter has been detached.
