Emperor Agustin de Iturbide Broadside Decree Establishing a Regional Government at Monterey. One sheet, 8 ¾ x 12 ¼ inches; Mexico; March 8, 1823. Promulgated by Jose Antonio de Andrade y Baldomar, the broadside states that Agustin [de Iturbide] by divine providence and by the Congress of the Nation has decreed: 1. That the agreements made on June 20 and 21 on the provincial councils in the internal eastern provinces will remain in place. 2. By virtue, a provincial deputation will be installed in Villa de S Carlos... and another in Monterey composed of those named from the provinces of Nuevo Reyno de Leon, Coahuila, and Texas. The decree was originally issued on February 25, 1823, and this broadside orders that it be published and distributed to the rest of the cities, villas, and places in the district of the province under his charge. Signed in type by Jose Antonio de Andrade, adding his handwritten rubric. Also holographically signed by Josef Ignacio Negreyros y Soria. With printed seal issued for 1821 on verso.

Streeter 695 lists a broadside with this decree promulgated by Jose del Valle on February 25, 1823, the same day Iturbide issued it. The exemplar offered here is dated eleven days later. Streeter lists only one copy, and we could not find auction records for either the issue cited by Streeter, or the one offered here.

The establishment of a regional government in Monterey by Iturbide in 1823 was an early step towards the formation of the state of Coahuila and Texas. By setting up a regional government, Iturbide laid the groundwork for the administrative and territorial delineation that would eventually lead to the creation of individual states within the Mexican federation, including Coahuila and Texas. The state of Coahuila and Texas was established the following year in August 1824.
