Turtle skin boots with label inside reading HAND MADE BY / RIOS / OF MERCEDES / SINCE 1853. Also ink stamped inside 4110 / 1078.

Captain E.J. Jay Banks served in the United States Coast Guard as an SP1 during World War II before dedicating nine years to the Texas Highway Patrol. On September 1, 1947, he joined the Texas Rangers, where he served with distinction until his retirement as Captain of Company B on March 10, 1960. Following his Ranger career, he became the Police Chief of Big Spring, Texas, serving from 1960 to 1971, and later held the same position in Palestine and Gladewater, Texas.

Condition: Moderate wear throughout. Scuffs and creases overall.
