WILLIAM HOWARD TAFT SIGNED NAVAL COMMISSION. A most impressive large, 15 ½ x 19" 1912 document, with lovely graphics. Appointment of a lieutenant junior grade with strong bold Taft signature, plus Winthrop as (acting) Secretary of the Navy.
