One page, 22.5" x 19", Washington, November 29, 1961, appointing Walt Whitman Rostow of Massachusetts "Counselor of the Department of State." Economist and political theorist Walt Rostow (1916-2003) later served President Johnson as Special Assistant for National Security Affairs.
