Description

James A. Garfield Autograph Letter Signed. Four pages of a bifolium, 5" x 8", Washington; April 9, 1866. A letter addressed to "My Dear Scudder" sending news of bills recently passed in Congress. It reads in part:

"...I am glad to be able to tell you that in framing the Internal Revenue bill our Committee of Ways and Means have unanimously agreed to repeal the present tax on books, book binding and paper including newspapers & magazines...We have today passed the Civil Rights bill over the Presidents veto by a vote of 121 to 41 - a thing unprecedented in our history. I hope he will see the necessity of coming back to the friends of the union & Equal rights..."

Garfield is referring to the Civil Rights Act that Congress passed on April 9, 1866 which declared that all persons born in the United States were now citizens without regard to race, color, or previous condition. A typed transcription accompanies the lot.

Condition: Gently toned with smoothed folds. A few pencil annotations in the bottom right corner of the last page.
