Chester A. Arthur: Customs Appointment Signed. Approximately 19 1/4" x 14", Washington, D.C., December 22, 1881. Appointing George W. Howe Collector of Customs in the District of Cuyahoga, Ohio. Signed by President Chester A. Arthur and Secretary of the Treasury Charles J. Folger.Condition: Four small pieces of paper tape on the top and bottom edge on the verso, light folds. Arthur's and Folgers signatures bold and dark.
