Bolles as Collector of Internal Revenue for the First Collection District of Connecticut. Signed, "Abraham Lincoln" and countersigned by Secretary of the Treasury Salmon Chase. Blind embossed seal at lower left.

On July 1, 1862, a little over one year after shots at Fort Sumter launched the Civil War, President Abraham Lincoln signed the Revenue Act of 1862, establishing the nation's first federal income tax. The president hoped that the measure would raise necessary funds for the Union Army in what he believed would be a short-lived conflict. Although only a regional revenue position, the establishment of the First Collection District of Connecticut, based in Hartford, resulted in a bout of political drama. Lincoln originally offered the role to Mark Howard, a newspaper editor and founder of the Connecticut Republican Party. However, Congress rejected the nomination due to Connecticut Senator James Dixon's seemingly personal vendetta against the politician. In one letter to Lincoln, Dixon claimed that Howard's appointment would be "disastrous." After deliberating with Dixon and several other senators, the president ultimately settled on Bolles and Congress approved the appointment without further conflict.

Condition: Creased along folds with offsetting throughout. Three separations along center fold, only one affects text. Smudge at lower left corner recto. Minor paper loss and two tears along top margin that do not affect text.
