Alvord as Collector of Internal Revenue for the Ninth Collection District of Massachusetts. Signed, "Abraham Lincoln" and countersigned by Secretary of the Treasury, Salmon P. Chase. Matted and framed with photographs of Lincoln and Chase and three informational plaques to the overall size of 42 ½ x 23 ½ inches. On July 1, 1862, a little over one year after shots at Fort Sumter launched the Civil War, President Abraham Lincoln signed the Revenue Act of 1862, establishing the nation's first federal income tax. The president hoped that the measure would raise necessary funds for the Union Army in what he believed would be a short-lived conflict. Alvord's appointment was part of this ongoing initiative.
