Description

Samuel Otis Signed Congressional Act. Two pages on one bifolium, 9 1/8 x 15 inches, New York, New York; February 8, 1790. Titled, "An Act for giving effect to the Several Acts therein mentioned, in respect to the State of North-Carolina, and other purposes." This printed act declares five districts and their respective townships in the state of North Carolina. Otis adds his signature at the conclusion. Period filing docket on verso.

Samuel Allyne Otis (1740-1814) was an American merchant and politician who served as the first Secretary of the United States Senate from 1789 until his death. Prior to this, he was a member of the Massachusetts legislature and the Continental Congress, where he was involved in revolutionary governance. As Senate Secretary, he managed legislative records, correspondence, and administrative tasks, serving under four presidents.
