Caesar Rodney Letter Signed as governor of Delaware. One page, 8" x 6.5", Dover [Delaware], May 8, 1778. Governor Rodney, who signed the Declaration of Independence just two years earlier, addresses this letter to the "Gentlemen of the Assembly" regarding a resolution from the President of the Continental Congress, Henry Laurens, to grant pardons to Tories who surrender themselves. The body of the letter reads in full:

"I just received a Packet from the President of Congress inclosing a resolution of Congress Recommending to the Several States the Enacting Laws &c for Granting Pardons &c. I have Sent, with this message, to the House a Copy of the Resolution above Mentioned for your Honored Consideration."

Earlier on April 23, the Continental Congress resolved to recommend to each of the states' legislatures to pass laws granting pardons to citizens who, having abetted the British, would turn themselves in to a civil or military officer of the state. Governor Rodney, with this letter, passed the recommendation on to Delaware's legislative body. As a member of the Continental Congress in July 1776, Rodney had famously ridden all night to Philadelphia, braving a thunderstorm, to break a deadlock in the Delaware delegation so it could approve the Declaration of Independence, which he then signed. This letter is on toned paper with very minor stains. It is carefully inset into a larger archival sheet for an overall size of 10.5" x 7.5". The signature and text are bold and clear.
