James Monroe Letter Signed " Jas. Monroe." Two pages, 7.25", 8.75", Richmond, Virginia; February 10, 1802. Signed by Monroe as Governor of Virginia, who requests an adjustment of expenditures accrued during Gabriel's Slave Insurrection. Reading in part:

" I have to request you will be pleased to adjust for the Commonwealth the account of its expenditures during the conspiracy of the slaves in the year 1800, in guarding the arms of the United States in Manchester, and other expenses attending those arms, with the proper department of the General government. For that purpose I send you a statement of the Auditor of publick [ sic] accounts of the amount actually paid on that account, which I wish you to receive of the department with which it is adjustment and remit to me or the Treasurer of the Commonwealth. I send you also a statement of like expenses attending the protection of the arms at New London, which lay exposed through the whole of that distressing period..."

The period referenced by Monroe was a slave revolt in the summer of 1800, led by an enslaved blacksmith by the name of Gabriel. However, the plot was discovered before the rebellion could take place, and Gabriel, along with over twenty of his followers, were hung. Nevertheless, the event seeded a deep mistrust among Southern slaveowners, who feared that another uprising could take place. As a result, further oppressive legislation was passed against both enslaved and free blacks.
