Description
[Reconstruction]. Oliver Otis Howard Letter Signed "O. O. Howard." Two integral pages, 7.75" x 9.75", on "War Department/Bureau of Refugees, Freedmen and Abandoned Lands" letterhead, Washington, October 6, 1865, to Gen. Thomas Ruger regarding unrest in northern North Carolina by U. S. troops. He writes, in part: "Several citizens have made bitter complaints to me that the troops were almost in mutiny...and that the officers were drunken, and that instead of preserving order they created disorder...The people say that the enlisted men declare that their officers keep them in service to retain their rank and pay." He is then chided for not doing "as all other Department Commanders have done" by placing sub-agents in the different sub-districts and Howard warns that he will be superseded for not carrying "out the desires of the President" and is warned that complete cooperation is required by all Provisional Governors, Assistant Commissioners and Department Commanders as the President will "sacrifice either of them who stands in the way of reconstruction." Howard was the first and only Commissioner of the Freedmen's Bureau. Folds; slight toning along the left margin and minor staining on fold on page two.Auction Info
