More Information:

Greeley, as president of the bureau, writes in part: "Accompanying this communication, is sent in a separate parcel, a printed copy of a proposed law of Congress, in regard to emigration, and homestead settlement interests, as affecting the whole country. Your careful criticism, and revision of the Bill, with the measures proposed, with such expressions of approval, or disapproval, as you may see fit to make, is earnestly requested, and the same shall receive every consideration by the Bureau."
