John F. Kennedy: Bill Signing Pen Used to Grant Winston Churchill Honorary Citizenship. Lucite and black plastic Esterbrook fountain pen measuring 6" long. An accompanying letter of provenance from the President's personal secretary, Evelyn Lincoln, offers a firsthand account of the pen's usage. She writes, in full, "This pen, which you now have in your possession, was used by President John F. Kennedy when he signed the Proclamation Conferring Honorary Citizenship on Sir Winston Churchill in the Oval Office at 3:00 p.m. on April 9, 1963."The proclamation marked the first time in which a President of the United States bestowed honorary citizenship upon a foreign citizen. Kennedy conferred the honor upon the legendary British statesmen due to his steadfast leadership of Great Britain throughout World War II and the Cold War. Kennedy's speech stated, in part, "Whenever and wherever tyranny threatened, he has always championed liberty." The idea was first proposed by journalist Kay Halle, who was a friend to both the Kennedy and Churchill families, in 1957, while Kennedy was still a senator. In 1963, the endeavor finally came to fruition with Senators Stephen M. Young and Jennings Randolph along with Representative Frances P. Bolton introduced a joint resolution.
