"...Congress shall make no law... prohibiting the free exercise thereof, or abridging the freedom of speech, or of the press..."
[Bill of Rights]. Gazette of the United
States. Bifolium on four pages, 433 x 271 mm, paginated
[197]-200, and printed in three columns. [New York: John Fenno],
October 3 [misprinted "1" and hand-corrected twice, once in ink and

printings of the Bill of Rights. The full text of the twelve
amendments is contained on page 199 in the first and second
columns. On September 25, 1789, Congress passed a Joint Resolution proposing twelve amendments to the Constitution, copies of which were sent on October 2 to each of the thirteen state legislatures for ratification. The next day, on October 3, 1789, the complete text of each of the twelve proposed amendments appeared publicly in the present issue of the Gazette of the United States. By December 15, 1791, the required three-fourths of the state legislatures had ratified ten of the original twelve proposed amendments; these are now known as the Bill of Rights. One proposed amendment, concerning the number of congressional representatives per state, was never ratified, while the second, stating that "no law varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened," was finally ratified on May 7, 1992, over two hundred years after it was initially proposed.
Condition: Untrimmed. Small remnants of backing paper along fold with accompanying sewing holes. Slightly toned with minor, scattered foxing, a few areas of minor soiling, a few ink notations to the margins, not affecting text.
