Franklin D. Roosevelt: An Important 21st Amendment-Related Bill Signing Pen.
Used on September 4, 1935 to sign H.R. 8870, "an act to further protect revenue derived from distilled spirits, wine and malt beverages, to regulate interstate and foreign commerce and enforce the postal laws with respect, to enforce the 21st Amendment [repeal of Prohibition], and for other purposes." Accompanied by a letter from the President's secretary presenting the pen to Congressman Emanuel Celler. FDR was the first president to sign bills with multiple pens and give them to constituents and others on Capitol Hill as a memento.
