Roosevelt, a naval historian from an early age, was appointed assistant secretary of the navy by President McKinley in 1897. Even though he served only one year, he was instrumental in increasing the strength of the U.S. Navy before the Spanish-American War. This letter reads in part: "I have received your letter of the 21st, enclosing the discharge of T. J. Hannifin which your friend found, and I will endeavor to locate Hannifin and return the discharge to him." The handwritten sentence, located above the signature, reads, "I am very much obliged for your thoughtfulness."
