Juan Martin de Veramendi Broadsides (2) Acknowledging the
Presidency of Manuel Gomez Pedraza and Changes to Election
Procedures. Includes:Juan Martin de Veramendi Broadside Signed by Ramón Musquiz. One page, 8.25" x 11.5", Leona-Vicario; January 6, 1833. Decree issued by the Governor of Coahuila y Tejas, Juan Martín de Veramendi acknowledging the presidency of Manuel Gomez Pedraza. Signed "Ramon Musquiz" and addressed to the Alcalde of Goliad. Streeter lists the announcement of Pedraza's presidency in item 775 of his bibliography of Texas citing that it was first published in a decree made by Rafael Eca y Muzquiz on August 21, 1832. He adds in a note below the entry: "This recognition of Pedraza as constitutional president of Mexico serves to date the endorsement of the ruling authorities at the capital of Coahuila and Texas, and through them of the state, to Santa Anna's bid for power in Mexico in the year 1832."
Translated into English the document reads, in part, "The constitutional congress of the free, independent, and sovereign state of Coahuila y Tejas is pleased to decree: Art. 1 The agreement made by the permanent council on August 11 referring to the congressional decree dated September 27, 1832, which recognizes His Excellency General Manuel Gomez Pedraza as constitutional president of the Republic has been ratified. Art. 2 In consequence, the State of Coahuila y Tejas will obey all of the decrees and orders issued by the legitimate president that are within his constitutional powers. Art. 3. The State will not support any existing or future attempt that proposes to attack directly or indirectly the federal system and the sovereignty of the States."
Juan Martin de Veramendi Broadside Announcing New Election Procedures. One page, 8.5" x 12", Leona-Vicario; February 4, 1833. This decree provides Antonio Lopez de Santa Anna's argument for the necessity of new elections and gives his approval of the Plan of Zavaleta to accomplish this goal. It lists ten articles detailing procedures concerning the elections of individuals to serve in the State Congress, president and vice president, and two senators to the National Congress. Veramendi is incorrectly identified as vice governor, but he had assumed the governorship on December 18, 1832.
Translated into English the decree reads, in part, "Considering the grave harms that may occur in the great Mexican republic, and within the State in which I have the honor of presiding, if the measures established in the plan agreed upon at the hacienda of Zavaleta on December 23 of last year, by the most excellent generals don Antonio Lopez de Santa-Anna and don Anastacio Bustamante, and approved by His Excellency the President of the Republic don Manuel Gomez Pedraza, are not followed with the goal of saving the homeland from the anarchy in which it has been enveloped... I am pleased to decree the following... Art. 1. Upon receiving this present announcement, the local governments of this state will share the information with the citizens of their district, announcing that new elections for the deputies of the State congress will proceed thereafter. Art. 2. After three days, elections will be held for the municipal assemblies which, under the stipulations of the State Constitution, will remain open all day without any interruption until five o'clock in the evening."
In the years leading up to the Texas Revolution, the Mexican government underwent several changes. The documents featured here correspond to an important moment in Antonio López de Santa Anna's rise to power as President and General of the Mexican Army. In December 1832, Santa Anna and Anastasio Bustamante created the Plan of Zavaleta, which called for the creation of a new federal government. They nominated Manuel Gomez Pedraza as president for the first four months of their proposed endeavor. In addition to installing Pedraza as the nation's new leader, the agreement also stipulated that congressional and state elections should be held immediately after adopting the Plan of Zavaleta. As a result of these elections, Antonio López de Santa Anna was elected as president on March 30, 1833.
Condition: Musquiz signed broadside is lightly toned with dampstaining at all four corners. Pencil notations in the bottom right corner. Veramendi broadside is lightly toned with broad, untrimmed margins and pencil notations at the bottom right corner. Both documents are creased along flattened folds.
