Description
Joaquin Arredondo Docket Signed on a Decree Transmitting Instructions for a Forthcoming Survey. Twelve pages on three bifolia, 6" x 8.25", Monterrey; January 18, 1821.Arredondo's signature appears at the top of the last page; followed by the dockets and signatures of two subsequent recipients. The document includes orders for an upcoming survey of all matters pertaining to the interior provinces in the east relating to missions, the true situation of insurrection and related public opinion, persons involved in insurrection, public architecture, health, agriculture, transportation, business, education, religious matters, and more.
The document reads, in part, "I give you instructions for the forthcoming survey for this ministry that I lead, regarding the endeavor you have been given, exact facts are needed on the true state of Ultramarine Spain, so you will form an extensive expedition, manifesting with trust & clarity the situation found in all the provinces under your command - starting with how many found belong to the grave business of the insurrection, if it does in fact exist, and the rest relative to public opinion about this and the other particulars that regularly are manifested with more vehemency."
Joaquín de Arredondo was born in Barcelona, Spain, in 1768. He entered the Royal Spanish Guards as a cadet in 1787 and was commissioned at the end of the eighteenth century and detailed for service in New Spain. He was made military commandant of the Huasteca and governor of Nuevo Santander in 1811 and was instrumental in suppressing several revolts in that province in 1812 and 1813. He was rewarded by being appointed as commandant of the eastern division of the Internal Provinces in 1813. Arredondo quickly cleared the province of insurgents and after completing his assignment in Texas, he returned to Monterrey.
Together with an 1815 manuscript broadside concerning enlistment of troops and service in Texas as punishment for evasion of said enlistment. It is one page in Spanish, measuring 16.5" x 12.25", written in Monterrey on March 1, 1815, with secretarial signatures of Arredondo and Pedro Simon del Campo. In this decree, Arredondo seeks to raise four squadrons of cavalry through a draft, or conscription. Of particular note is the first article in his decree which reads in part: "penalty for evasion [of the draft] will be 10 years of service with the veteran troops of Texas or 8 years with a fixed battalion of veterans or 6 months in chains on public works." The decree goes on to list exemptions including farmers, public employees, business people of various types, sons of alcaldes, nobility, and only sons of widows who support their mothers.
Condition: All pages of the decree are gently toned, with light wear at folds. Soiling to first and last pages, with interior pages remaining clean, with some show through from ink on verso. Manuscript broadside has a deep vertical fold at center with paper loss at top and bottom as well as at center affecting a few words of text.
