Description
[Reconstruction Imprint]. Official Proceedings of the Mississippi State Colored Convention Held at Vicksburg, Miss., Wednesday, Thursday, Friday and Saturday, Nov. 22, 23, 24 & 25, 1865. Vicksburg, Miss.: Freedmen's Bureau Press Print, 1865. 12mo, 5" x 8". Eight pages, including title page. Two bifolia, bound with string. The imprint gives a daily account of the proceedings at the convention. The final two pages contain a petition addressed to the United States Senate and Congress requesting they be given equal rights and protection under the law. Signed in type at the conclusion by J. W. Blackwell as president and Henry Mayson as secretary. We were not able to find any information about this convention, but found notice of a meeting held by the Black citizens of Vicksburg on September 18, 1865. The October 27, 1865 issue of The Liberator included an article about that meeting: "The colored citizens of Vicksburg, Miss., held a meeting, Sept. 18, to protest against the sort of reconstruction inaugurated by the white Convention of that State, and to warn the North of the dangers imminent over the Union and the colored race if that scheme be allowed to mature. They call attention to the provision in the ordinance of the Convention, permitting the Legislature to pass laws 'to guard the State against any evils that may arise from sudden emancipation' - under which every legislative oppression of the freedmen becomes possible. They denounce the system of 'warranteeism' advocated by the official of the Convention, as but another name for slavery. They refer to the scheme for handing over the freedmen, by a law of the next Legislature, to the unchecked control of the Board of county Police, composed of men notoriously hostile to the colored race; and they finally resolve - "The November Colored Convention that produced this imprint was likely a result of this September 18 meeting, as the petition printed at the end addresses the same issues.
Henry Mayson, who served as secretary of the Convention, was a leader in the African American community in Vicksburg. He was a delegate to the 1868 Mississippi Constitutional Convention and served as a state legislator.
