Description
Franklin D. Roosevelt. Typed letter signed ("Franklin D. Roosevelt"). 1 page, (8.5 x 10.75 inches), Warm Springs, Georgia, March 26, 1928, to Dwight L. Hoopingarner of the American Construction Council. On "The Hydrotherapeutic Center of the Georgia Warm Springs Foundation" letterhead. Creased with paperclip indentation.Letter reads (in part):
"I am frankly pretty skeptical about the Council accomplishing any great things in the next year or two... I feel very strongly that the only practical result will be obtained by a good far reaching period of depression throughout the construction industry."
"...As far as I am personally concerned it will be mighty difficult for me to spend any time on the American construction Council this spring, summer, or autumn. In addition to the campaign, I shall probably have to take a trip to the middle-West in May with the President of the Fidelity and Deposit Company. Furthermore, I am frankly pretty skeptical about the Council accomplishing any great things in the next year or two...I feel very strongly that the only practical result will be obtained by a good far reaching period of depression throughout the construction industry. That will automatically eliminate the unnecessary organizations."
Roosevelt worked with Herbert Hoover in 1922 to sponsor the organization of the American Construction Council to unify the industry and provide steady employment. He was named president following its formation, although the Council proved to be short-lived. With the Great Depression looming, Roosevelt had begun losing confidence in its abilities by 1928. Dwight L. "Hoopy" Hoopingarner originally met Roosevelt during World War I and the two men formed a close friendship. He served as the Executive of the ACC, and later, when FDR was president, served on the National Emergency Council.
