Sam Houston. Free Frank Sam Houston. A boldly signed free frank on bright yellow envelope. A fine copy. The franking privilege was granted to the President, members of the United States Senate and House of Representatives to send government related materials or letters free of postal charges. By the 20th century the free frank became a printed signature as the auto pen became popular in signing letters.
