Apollo 11: NASA Letter Regarding Planting Flag on Moon, from the Collection of U.S. Congressman James G. Fulton. One page, June 9, 1969, NASA letterhead, 8" x 10.5", from Associate Deputy Administrator Willis H Shapley to Fulton. It reads, in full: "In response to your inquiry, I can now advise you that NASA's plans are to erect an American flag on the surface of the moon. We also plan to take and bring back from the moon an American flag for presentation to the Congress. Our final decisions on the symbolic articles to be taken on the lunar mission and their disposition are, of course, subject to approval by the President." Fulton was a longtime "friend" of the NASA space program, a member of the House Committee on Science and Astronautics, and credited with "saving" the funding for the Space Shuttle in 1970. The planting of an American flag on the moon was a subject of debate due to the possibility that the U.S.S.R. would view it as an act of aggression.
