Herbert Hoover Typed Letter Signed. One page, 8." x 8.5" (sight), date stamped August 20, 1931. Addressed to Lieutenant Commander P. S. Theiss, Hoover praises the lieutenant for his impeccable performance on the USS Borie: "It has come to my attention, that the U.S.S. BORIE under your command, has attained the highest merit in Battle Efficiency of any destroyer and has been awarded the Battle Efficiency Pennant."
