Henry Austin (1782-1852) was the cousin and close friend of Stephen F. Austin (1793-1836). William G. Cooke came to Texas as a member of the New Orleans Greys. After being released from imprisonment by the Mexican government, he was appointed Texas' secretary of war by President Anson Jones. The Consolidated Fund of Texas was created by an act of the Texas Congress in June 1837 authorizing "the consolidation and funding of the public debt."
