The prepaid rate to the U.S., east of the Rockies, was 17¢, which was normally paid with a Hawaiian 5¢ and a U.S. 12¢ stamp. However, in 1861, during a shortage of the 12¢ U.S. stamp in Lahaina, the Postmaster authorized old stock of the 13¢ to be sold for 12¢ for use on such mail. This is the so-called "mute 12¢ on 13¢ surcharge", no verified usage of which has been confirmed outside of Lahaina.

The sender of this cover probably had some of the old 13¢ stamps lying around, which he used simply as a convenient overpayment of the 12¢ rate. The "Ship 6" due marking indicates that the San Francisco mail clerk was not aware of any authorization of the Hawaiian 13¢ stamp to pre-pay the U.S. postage.
