    Gideon Welles: Personal Income Tax Return Documents. 8" x 13 1/2" sheet of ledger paper containing a "Summary of internal revenue tax for the year 1864, made out Aug. 1865" in the hand of Gideon Welles, we believe. It lists all of Gideon Welles' income and expenses (his salary was $8,000 as an "officer of the U.S."). Sold together with a Navy Department envelope that contained the summary plus an 1866 IRS receipt for taxes paid on income for the year 1865. Interestingly, taxes were assessed for personal property, such as a carriage, gold watches and jewelry. The income tax was first established during the administration of Abraham Lincoln as a means for financing the Civil War. Ex: Estate of Gideon Welles.
