    Rules for Conducting Business in the Senate of the Third Congress, and the Constitution of the Republic of Texas. Adopted by the Convention March 17, 1836. Houston: Telegraph Power Press. 1838. 8vo. 42pp. Paper wrappers; disbound. 50 copies printed. Occasional foxing throughout. Ten leaves have been printed on sheets about one inch shorter than the rest. Final printed page is missing a piece measuring about 1" x .75" which slightly affects text. Fine.

    Being a straightforward list of rules and procedures to be followed by members of the Senate, such as how to address various Senate members, the proper reading of bills, voting procedures, etc. The booklet also contains the full text of the "Costitution [sic]". It wasn't until the third congress met that the question of a permanent capital was definitely settled. On the 19th of January, 1839, President Lamar approved one of the enduring laws of the Republic. It was entitled An Act for the Permanent Location of the Seat of Government, and named Austin as the new capital.
