    [John Hancock's Resolution Directing Colonies to Form State Governments]. The Pennsylvania Packet, May 20, 1776. Six pages, 10.25" x 16.5", Philadelphia, Pennsylvania; May 20, 1776. The Pennsylvania Packet Vol. V, Numb. 239, printed by John Dunlap. Features an article printing John Hancock's Resolution concerning state governments made by the Continental Congress on May 15, 1776. It reads in part: "Whereas his Britannic Majesty...has by a late act of Parliament, excluded the inhabitants of these United Colonies from the protection of the Crown: And whereas no answer whatever to the humble petitions of the Colonies for redress of grievances...That it is to be recommended to the respective Assemblies and Conventions of the United Colonies, where no Government sufficient to the exigencies of their affairs has been hitherto established to adopt such Government as conduce to the happiness and safety of their Constituents in particular, and America in general."

    Condition: Original binding string still attached at upper left margin. Slight edgewear with minor chipping. Gently foxed and soiled.
