    Law Enforcement: Atchison, Kansas Police Department Mug Shot and "Rogue's Gallery" Reward Poster Ledger. 13.5" x 17.25" x 2.5" ledger book apparently owned by Owen Seip, Chief of Police for the Atchison Police Department from 1897 to 1901. The book contains approximately 375 wanted posters, letters of inquiry, mugshots and photos from various police departments, city marshals, county sheriff departments and detective agencies from all across the United States and Canada. Crimes include military desertion, murder, larceny, grand theft auto, counterfeiting, kidnapping and prison escapes. It also includes two pay records for the police department signed by Chief Owen Seip. The earliest notations in this book date from August 11, 1886 with the last from 1910. Numerous crimes tie in with the Mafia or Black Hand organizations. The posters and ephemera are, to a very large extent, glued to both sides of album pages. The first 32 pages of the book comprise a detailed list of "Animals Impounded". A few notable crimes and "Most Wanted" detailed include: 1) The kidnapping of Grace & Tomasso Viviano of St. Louis by Sam Turrisi, a Black Hand operation. 2) Reward for murder suspect Joseph Wendling, wanted for the 1909 Louisville murder of Alma Kellner. Hans B. Schmidt, the "Killer Priest", was subsequently tried, convicted and executed for this crime. 3) Reward for escapees Frank Grigware and Theodore Murdock who commandeered a Union Pacific train in a daring escape from Leavenworth. 4) Reward for the kidnappers of children Guiseppe Longo and Michael Rizzo in 1910. Black Hand mafia members Stanislao Pattenza and Maria Rappa were convicted of the crime, thought to ordered by Sebastiano Di Gaetano, an early crime boss. This is a fascinating album, worthy of a close-up examination. The "criminal types" pictured are "something else!" They are also quite graphic.
