    Juan Nepomucemo Garza y Evia. 1836 Circular Publishing 12 Articles Regarding "Rebel Colonists of Texas". 2pp., 8.25" x 12", with printed heading "Gobierno del Departamento de Nuevo Leon Circular", Monterrey, January 2, 1836, with rubrics of Garza and secretary Pedro del Valle. Spanish text, light toning and a few small stains to paper, old fold creases, and tiny binding holes along left margin; else, a fine copy.

    Nuevo Leon governor Juan Nepomucemo Garza y Evia publishes his decree of December 15, 1835 listing twelve articles with respect to tightening the belt in order to fund the war against rebel colonists in Texas. The articles deal with taxes, suspension of salaries, pensions, loans, etc. in an effort to cut costs. Salaries and pensions were to be cut and a hiring freeze would be in force "until the day in which the notorious shortage in the public finance office...and great outlays demanded by the rebel colonists of Texas, and the tremendous obligations in which the supreme government finds itself, not only to quiet and punish them but also to keep order and public tranquility, and maintain unscathed the sacred trust which the laws have asked...".
