    [Samuel Bangs]. Gaspar Antonio Lopez Decree Concerning Accounting Procedures. One page, 8.5" x 12", Saltillo, November 28, 1822; printed by Samuel Bangs. A decree issued by the Contaduria de Cuentas on October 21, 1822 establishing a protocol for the issuance of passports to citizens with financial obligations. The decree states that any citizen with financial obligations tied to the public interest will be required to present certification from the appropriate entity stating that they have assigned their responsibilities to another. Lopez signs with his rubric. Additionally signed in full by Juan Antonio Padilla. Dampstaining affecting the left side of the document.
