    Description

    Columbian Centinel (Boston, Ma.) March 14, 1792: Ratification of the Bill of Rights. 4 pp., 10 3/4" x 17". This issue marks the RATIFICATION of the BILL OF RIGHTS by the United States. It begins with the text:

    "The Convention of a number of States having at the time of their adopting the CONSTITUTION expressed a desire, in order to prevent misconstruction or abuse of its powers, that further declaratory and restrictive clauses should be added: And as extending the ground of publick confidence in the government will best ensure the beneficent ends of its institution."

    The issue contains a complete front page printing of the twelve proposed Constitutional amendments that Congress sent to the states for ratification. Following Virginia's vote in December 1791, the required number of states had passed ten of the twelve amendments. On March 1, 1792, Secretary of State Thomas Jefferson sent a circular to the governors of the states including the articles that had been ratified, which became the Bill of Rights, as well as the two proposed amendments that had not been ratified but were still in question, as the action of the Massachusetts legislature in 1790 had not been transmitted to Jefferson.
