Bustamante goes on to explain that the nation suffers grave problems and is not prospering, and that reforms in all administration and institutions are necessary. All those that complain most are the ones who rebel and cause greater chaos. He explains that the nation must be reorganized; the good people desire this, and he will support these changes. He states: "I still have hope that the military who are removed from obedience to the government will hear the voice of reason, country and humane contemplating the picture they have begun to form and the disaster that a civil war will bring." He then offers amnesty to all those willing to return to the service of the government. Bustamante would be deposed by Santa Anna twelve days after issuing this decree. In 1822 during his service as General of the Eastern Provinces, including Texas, Bustamante recommended that Stephen F. Austin be allowed to colonize the San Antonio area.

We had a wonderful time in New York during the October 2013 Historical Manuscripts auction that featured my mother’s papers collected during her tenure as Martin Luther King, Jr.’s secretary. In fact, the entire experience from beginning to end has been a pleasure.
