Description[Texas Revolution]. José Gomez de la Cortina Broadside Announcing a Presidential Decree. One page, 7.75" x 11.5", in Spanish, Mexico, March 29, 1836. Just weeks after the fall of the Alamo, José Justo Corro, interim president of Mexico, issued a decree (dated March 23, 1836) authorizing "the government, in the most equitable and the least onerous terms to the treasury, to transact with the principals on contracts that were made by or in the name of the General President [Antonio Lopez de Santa Anna] with the aim of clothing the troops who are on the march to Texas, and pay unto them the original amount of those contracts."
This broadside was published six days later by the Governor of the Federal District [Mexico City], José Gomez de la Cortina (1799-1860), "so that this notice will be seen by all . . . published in this capital and for the comprehension of the district, financed by customary payments, and circulated to those who it is called on to take care of its observance."
It is doubtful that the provisions ever reached the troops fighting in Texas as Santa Anna and the Mexican army were defeated by the Texans at the Battle of San Jacinto just three weeks later. Cortina continued in politics, serving as Minister of Finance, in the Mexican Senate, as senior officer of the Ministry of War and Navy, and for a second time as governor of the Federal District.
Streeter 874 lists a variant of this decree: "Decree dated March 23, 1836, published by the Secretary of the Treasury in a bando of March 29. He cites no copies located, and a reprint for the Federal District at Yale.
