    [George Washington]. Copy of the Act Providing for the Payment of Invalid Pensioners. One printed page, 9.75" x 15.5", New York, September 29, 1789. The act states "That the Military Pensions which have been granted and paid by the States the Invalids who were wounded and disabled during the late war, shall be continued and paid by the United States, from the fourth day of March last, for the space of one year, under such regulations as the President of the United States may direct." Signed by Samuel A. Otis as Secretary of the Senate and John Beckley as Clerk of the House of Representatives certifying "the foregoing to be a true copy of the act of Congress," and signed in type by George Washington, John Adams, and Frederick Augustus Muhlenberg. The act was passed on the last day of the first session of Congress and is likely the first veteran's pension act passed by Congress. Slight wrinkling along the top and bottom edges. Very light toning around same. Three horizontal folds.

    A former quartermaster for the Continental Army and speaker of the Massachusetts House of Representatives, Samuel A. Otis was elected as first secretary of the U. S. Senate with the help of Vice President-elect John Adams. John Beckley is today known as the first political campaign manager and was instrumental in the birth of the first party system.
