    More Information:

In part: "Section 1. Be it enacted by the Legislature of the State of Texas, That S.A. Maverick, Gideon Lee, L.G. Capers, John D. Groesbeeck... and their associated and successors, be and they are hereby created and established a body corporate and politic, under the name of the San Antonio and Mexican Gulf Railroad, with capacity in said corporate name, to make contracts, to have succession and a commons seal, to make by-laws for the government and regulation of the affairs, to sue and be sued, to plead and to be impleaded, to grant and receive, and generally to do and perform all such acts as may be necessary or proper for, or incident to the fulfillment of its obligations, or maintenance of its rights under this act, and in accordance with the Constitution of the State..." The broadside includes all 18 sections of the legislative act.

The growth in industry and population demanded new modes of transport; and the charter was established to feed this demand. According to the Texas State Historical Association website: "The line was to connect San Antonio and Victoria to 'any suitable point on the Gulf between Galveston and Corpus Christi.' All towns along the proposed route could subscribe to buy company stock to finance the project." Slow and erratic construction was further hampered by discord, competition, and the ensuing Civil War.
