    [United States Colored Troops]. Circular and Two Letters. In New York City on December 3, 1863, George Bliss, Jr. received authorization from the Secretary of War to raise a regiment of black troops. Within three weeks, on January 13, 1864, a circular was issued for black recruits for the newly designated 26th Regiment U.S. Colored Troops. This circular, three integral pages measuring 8.5" x 10.5", states that the 26th is "...the only regiment of colored men now authorized to be raised in the State of New York." Further, "Recruits enlisted in this regiment will be counted upon the quota of the which they belong..." Those wishing to be appointed as officers are called upon to apply, with preferential treatment going to "...those who are now in the service as non-commissioned officers or otherwise..." Recruits received "...the State bounty of seventy-five dollars, and also the local bounty paid to other volunteers..." with pay being "...ten dollars a month..."

    With the circular are two letters. The first, dated January 11, from J. H. Graham requests an "...appointment of Recruiting agent for coled [colored] men..." for the newly formed 20th Regiment U.S.C.T. The second, dated January 14, to J. H. Graham informing him "...that the 20th Regt is full..." All documents exhibit weakened folds and toning with some separation.
