The Pennsylvania Packet Vol. V, Numb. 258, printed by John Dunlap. Features an article printing the "RULES and ARTICLES for the better government of the Troops raised, or to be raised and kept in pay by and at the expence of the United States of America, In CONGRESS, September 20, 1776, RESOLVED." The original printing of these acts occurred in 1775 and read: "...to be raised, and kept in pay by and at the joint Expence of the Twelve united English Colonies of North- America."
