    [Emancipation Proclamation] Newspaper: The Daily Picayune. Two pages, 16.5" x 22", New Orleans, January 24, 1863. Contains an article headed "The Police Regulations in Reference to Slaves" which explains how the area of New Orleans will be affected by the Emancipation Proclamation. It begins:

    "The emancipation proclamation of the President of the United States, after enumerating the States and parts of States to which it does not apply, contains these words: 'And which excepted parts are, for the present, left precisely as if this proclamation were not issued.' Among the 'excepted parts' are thirteen parishes of this State, including New Orleans."

    It continues further: "The said proclamation does not touch our local police regulations in the slightest particular, therefore, in respect to this matter, it leaves them 'precisely' where it found them - in full force."

    The exemption of the thirteen parishes of southern Louisiana was due to the fact that it was already firmly under Union control. Also of note is an article on the chemical analysis of the sun's atmosphere by two scientists in Germany. Left edge shows some tearing, but in very fine condition.
