    [Civil War] The Daily Picayune Newspaper. Vol. 26, No. 159, four pages, 16.5" x 22", New Orleans, July 30, 1862. Printed after the fall of New Orleans. Two points of interest are featured on page one. The first, entitled "The Negro Enlistment Scheme," expresses in a matter-of-fact manner the author's displeasure at the prospect of former slaves being recruited by the Federal armies for military service. The second article concerns proposed modifications by Massachusetts Congressman Eliot to the Federal Confiscation Act [of 1861]. The Federal Confiscation Act was passed shortly after the beginning of the war and permitted the seizing of all property, slaves included, used in the service of the Confederacy. Contains some war news, period advertisements, and others. Toning is present throughout, but minor. Edges are wrinkled and vertical fold crease that bisects the paper is weakened. Very fine.
