A report by Virginia Congressman John Young Mason, and the committee on Foreign Affairs: "The Committee on Foreign Affairs, to which were referred certain resolutions of the Legislatures of the State of Connecticut, and the petitions of many citizens of the United States, asking the recognition of the independence of Texas...Resolved, That the independence of Texas ought to be acknowledged by the United States, whenever satisfactory information shall be received that it has in successful operation a civil Government capable of performing the duties and fulfilling the obligations of an independent power." Congress' support would have undoubtedly come on the heels of the news of Sam Houston's recent victory over Santa Anna at the Battle of San Jacinto.
