Houston: Telegraph Power Press, 1840. 8vo. 280pp. plus Index and Errata leaf. Paper wrappers. Disbound and stitched. Stamp of Yale University Library and signature of previous owner on title page. Moderate to heavy age-toning, and light to moderate foxing throughout. Generally very good.

    In 1839, the Capital of the Republic was moved from Houston to Austin, and the Fourth Congress met for the first time in Austin on November 11, 1839. During this session of Congress, a wide variety of laws and resolutions was passed, including: An Act to Provide for the protection of the Northern and Western Frontier, An Act concerning Executions, An Act providing for the erection of light houses, An Act concerning free persons of color, a Joint Resolution appropriating land for the establishment of an Hospital, and An Act in relation to common schools and academies and to provide for securing the lands formerly appropriated for the purposes of education. This educational legislation decreed that fifty leagues of land (221,400 acres) be marked for the endowment of two colleges or universities; Union Academy, one of Texas's earliest educational institutions, was incorporated by the Fourth Congress.
