It is possible that the recipient is author Ramsey Campbell (born John Ramsey Campbell). In 1961, Campbell sent Derleth a Lovecraft-influenced short story, The Church in High Street, which Derleth accepted in 1962. It was Campbell's first commercially-published story, and it appeared in Arkham House's anthology, Dark Mind, Dark Heart (1962).
