DescriptionReport on Proposed Development of Houston Harbor and Port By E. E. Sands, Houston City Engineer, Houston, Texas, June 10, 1915. This 78-page report was prepared for the Hon. Ben Campbell, Mayor of the City of Houston; Mr. Jesse H. Jones, Chairman of the Houston Harbor Board; Houston City Commissioners; and the Members Houston Harbor Board. In a 8.5" x 11" cloth binding, the report consists of 28 typed pages, 45 pages of real photographs of port facilities around the United States, 5 pages of blueprints of the proposed improvements to the Port of Houston, and one foldout of the Bush Terminals in Brooklyn, New York. The blueprints by E. E. Sands include: "Cargo Hoist Used for Loading and Unloading Vessels Through Deck Hatches"; "Escalator Used For Unloading Coast-wise Vessels"; "Gantry Crane for Loading and Unloading Steel, Lumber etc", "Belt Conveyors Used Loading Cotton"; and, "Type of Bulkhead Recommended for Future Use. Fireproof and Rat -Proof". Tipped into the front cover of the report is a real photograph (10" x 8") of the San Jacinto Battle Field, April 27, 1910, by F.T. Schlueter of Houston.
Included with the report is City of Houston Engineering Department, Specifications for Reinforced Concrete Construction, May 1926, 12 pages, 8.25" x 10.75"; and, panoramic rendering of [Houston] Municipal Wharves, 3-15-1917, 14.75" x 4".
The covers on the report have insect damage and the front cover is weak. The Specifications are soiled and folded. The panorama is stained, has minor finish loss, and chipped at the corners.
The report is a very interesting document showing Houston's commitment to expanding its port just a few months after the official opening. On November 10, 1914, thousands of persons gathered on the banks of the waterway as President Woodrow Wilson pressed a button at the White House to fire a cannon at the site in Houston. As the cannon boomed, Sue Campbell, the mayor's daughter, dropped white rose petals into the water and proclaimed: "I christen thee Port of Houston and hither the boats of all nations may come and receive a hearty welcome."
