    The Republican Parker attacks the "imperious slave-holding ring" and rebuts charges of misfeasance in the performance of his duties as South Carolina's Treasurer. He calls the Republican Party a necessity today, just as it was in 1860, not only for Blacks, but for the mass of poor whites who were oppressed under the planter regime. He lauds the Party for overturning the "barbarous" Black Codes that the legislature enacted just after the War.
